Dynon Support,

Because of the following, I think one can conclude that the Garmin 430/530 GPS sources will meet the 2020 ADS-B out position reporting requirements. I say this because those boxes meet TSO-C146A.

The Skyview installation guide seems to imply that this is not true, because it has this statement on page 11-9:

ADS[ch8208]B OUT transmissions that meet the 2020 FAA ADS[ch8208]B equipment mandate require that a TSO 146c GPS signal be directly provided from the GPS to a capable ADS[ch8208]B device (such as the SV[ch8208]XPNDR[ch8208]26X).

However the FAA document that covers approval of ADS-B Out systems (AC-20-165) has the following statement on page 6:

(1) Compliant architecture. ADS-B equipment meeting the minimum performance requirements of TSO-C166b or TSO-C154c that is directly connected to a position source meeting the minimum performance requirements of any revision of TSO-C129, TSO-C145, TSO-C146, or TSO-C196 may set the SDA = 2 without further analysis.

I think the key phrase is "any revision of". That phrase appears every time TSO-C146 appears in the rest of the document. All those other references are about specific performance requirements.

What does Dynon REALLY think is true about the ADS-B 2020 position source requirement right now based on the most current FAA guidance?

Without getting too deep into it, we think that any of the 400W/430W/etc etc (WAAS-enabled only) units will satisfy the FAA's 2020 mandate when used with the Dynon transponders (and other ADS-B out devices that need a certified position source), but just not quite yet.

First, our transponder will need an update to meet the latest version of the ADS-B transmitter TSO. This is already in the works, and SkyView can update the transponder when it's available.

On the GPS side, the innards of the 4xxW/5xxW have the right TSOs, but they currently don't output all of the information about the integrity of its position lock and other various bit that it will need to in order to feed an ADS-B out device with all of the right information. We've heard that there will be a software update for the 4xxW/5xxW series of products, but we haven't confirmed that for sure.

If there is a firmware update, keep in mind that you will end up sending your 4X0W/5X0W in to get this update since as far as I know there is no way to update firmware on these in the field or at least not by normal users. Garmin has not always made these updates free in the past

Thanks for the clarification about the Garmin units not outputting ALL the data yet to be fully compliant.

I have updated S/W on my 430 several times by taking it to the on-field, factory authorized, maintenance shop. Only time I ever had to send it to the factory was for the WAAS upgrade years ago. That was a major H/W upgrade at the same time as new S/W.

That's why I said us normal users which is not what you have been doing. Very few have such a shop on their field.
