If an aircraft has no transponder but is in range of a radar site and is being displayed as "primary only" to the local FAA controller, will this aircraft also show up as ADS-B traffic but with no altitude? According to some, all traffic displayed on the FAA controller scope is displayed on ADS-B. Others say only aircraft with operational transponders will show up on ADS-B. I have asked on several forums and have gotten different answers.
