So when you have TIS coverage with our transponder, you're seeing everything that ATC is seeing around you, which is a good portrait. The problem is that you only have that coverage withing a few dozen miles of major metropolitian airports, and when radar sites get upgraded to the latest, TIS goes away. Florida does look to have better TIS coverage than most areas (the middle bottom third of the state looks to be the only area that isn't pretty well covered. But Alabama and Georgia each only have one equipped site in the whole state. ADS-B, in contrast, will be available everywhere once they finish building out the system, which is supposed to happen by the end of the year (not sure how sequester and recent events might be impacting that date). In short, ADS-B is the future of traffic. Plus you get weather as well!
As for the accuracy of the data - it should be similar for radar-equipped targets, and more precise for other ADS-B targets. You won't know which are which on the display. Also, as far as radar targets go, you'll see not just targets that are in the terminal area, but any that the FAA knows about by any of the means that they can detect - that includes enroute/center radar and other ADS-B targets. So essentially, ADS-B gets you the most comprehensive traffic picture available, while TIS gets you a pretty good picture WHEN you're within a TIS coverage zone.
