Yes, you should be seeing 5V on that wire.
If you're seeing -32, by the way, that means that as far as the EMS is concerned, it doesn't even think the sensor is connected.
Much more often than not, issue like this are wiring and not problems with the unit.
In this case, once you have the 5V sorted out, make sure you have it connected to the circuit via a 1k resistor as shown in the diagram for that sensor installation.
