Low RPM readings

I have a D180 and a ULPower 350Is fuel injected engine. The ECU outputs RPM as 2 pulses/revolution at 12 Volts.

With the engine running at 3200rpm, the D180 is showing 2750rpm, at 900rpm the D180 shows 700rpm.

Any suggestions how I can fix it?

Did you try changing the PPR ?

EMS SETUP > TACHOMETER > PULS/REV R and PULS/REV L set to 2.0.

If, after setting / verifying that PULS/REV is set to 2.0, the RPM isn't displaying correctly, then apparently the ECU isn't actually putting out 2.0 pulses per revolution.
