In the Washington DC area, the base map shows the area defined by the 60NM DCA VOR DME in red. Why does the 'red' area cover the 60NM radius instead of the 30NM radius of the TFR covering the SFRA?
While you do need to have completed the FAA course before operating within the 60NM radius, you do not need permission to enter. I am confused why it is therefore depicted as a TFR.
