I have a garmin gtn as first radio with a ps engineering audio panel.
My 2 radio is a sv-com 83.
Does the push to talk (PTT) in Pin 15 on the sv-com T8 must be connected or I leave it free?

Yes, that's your PTT signal that tells the radio to transmit. It would come from your audio panel in your case.
