Skyview Default Map layer

Ever since upgrade to 13.0 the start up map went back to basic map. To add Sectional maps I have to go to map menu, select layers and load sectionals. Previously sectionals would load on startup. How does one get sectionals to load on startup? Upgrade to v14 did not fix.

This was a known behavior change iv v13, but we changed it back in v14. Release notes:

Improved: The displayed state of map layers such as enroute charts (sectionals, IFR Lo/Hi) and terrain now remembered across power cycles and USB stick removal/reinsertion.

Can you please double check that this is not working on v14? It does matter how you power it off. If you have no backup battery and change to sectionals and turn it off right away, that change won't get saved as it can take a minute. Power it off with button #1 and it should save. If you have a backup battery, this shouldn't be an issue.
