Tach resistors

For my resistor installation, I soldered the resistors to a piece of old school fuse bus.  My first question, since I am new to electronismo, is does anyone see an adverse issue with this rig?



My second question: After soldering the resistors to the fuse block, I checked the resistance and it read 30.  However, once I had all the wires hooked up to the terminals, the resistance read 20 (no power in system).  Is this normal or do I have an issue?  Thanks in advance and excuse my neophytivity.

Resistance readings are always taken out of circuit, because in-circuit readings will be influenced by everything else in the system, some of which do not have linear resistance characteristics (i.e. capacitance and inductance). I recommend obtaining a copy of Bob Nuckolls book (The Aeroelectric Connection) at www.Aeroelectric.com - the investment will pay itself off many times in what you will learn about electronics.
