transponder not communicating to sky view

We have a SV-XPNDR-261 and wired it to the transponder as described in the manual. Using serial port 2 on the sky view. And went through setup process and selected the 261 on serial 2.

I can see data packets being sent out by seeing it in the serial port setup screen and hooking up a scope and seeing the data going out. But the transponder is not sending any info back. And power is being supplied.

What other things to check?

If you don't have the correct pins grounded on the transponder per the install manual, it will not communicate. I would double check all your wiring. Also, you can use a multimeter to check if the transponder is drawing any current. It shouldn't just be at zero when it has power even if it isn't talking to SkyView.
