Can I use the USB port on the Skyview to power my MP3 player or my cell phone. Both devices use USB for charging and/or external power.

Technically, yes, these are standard USB ports.
But consider that this adds a load to your primary flight display, which makes it warmer, and the failure of a USB device could mean you have no instruments. We also have no way to limit the power drawn on these ports, so should you lose electrical power and switch to backup battery, we'll keep charging these devices which means your battery will not last as long as specified.
A $5 12V to USB adapter from the internet gets rid of all of these problems. But if you really want to do it, it will work.
