Warning light on EMS

Hi.this is not a problem but I want to know about warning light located on EMS page.i am using EMS 220...last night My Aircraft Fuel light came on on EMS page only but anlog light was off wihch is located on another pannel ...I am using LM7812ct voltage regulator which convert 24 volt DC to 12 volt DC for warning light on EMS page.i checked the voltage regulator I mean LM7812CT and one connection is broken .and I check voltage which is 2.8 volt which is coming from EMS I solder this connection and again I check voltage from out put of voltage regulator now its show 0.6 volt.my question is that if I broken the connection of voltage regulator (LM7812CT) either input or out put why it's output always showing 2.8 volt..and if the connection is ok then why it showing 0.6 volt only
