i am just beginning to fly. last flight i noticed that i was getting a wind arrow but the wind speed was showing 99. my Garmin 430W was on and working, but i didnt have a destination in it. does the wind speed require a destination? seems that heading and ground speed should be enough to make it work??

It does not require a destination, but OAT/Density altitude/Magnetic heading/GPS ground speed and direction/TAS all need to be correct. I'd look at mag heading/groung track correlation and TAS/GPS ground speed correlation for huge errors like that to figure out what's not adding up.
