I am wiring my radio stack and Skyview system. The question is if I wire a serial out from the Garmin 430W to the ARINC 429 is this an acceptable method to meet the direct serial GPS position mandate or do I also have to wire a serial output from the 430W to the SV xponder 26x? Which wire goes where?

The latter. The transponder needs to see the ADS-B format directly from the transponder with no non-certified things in the middle of the connection pathway. Basically, it's going to use one of your 430W serial transmits exclusively.
