Should the 180 be getting and displaying CDI and HSI info from the 496 when the 496 is in simulator mode?

No. The Garmin portable units do not output data in simulator mode.

Although it's a pain for testing purposes, it is really a very good safety feature. It is quite easy to accidentally put the 496 into simulator mode, which could get you dead if you did not notice before takeoff.
