As Steve says, fly. If you really need to charge it on the ground, you need to put a battery charger on your aircraft battery and turn on SkyView. SkyView needs to see a main power bus above 12.25V to charge. There's no way to charge the battery by itself.

I have an aft battery, with no access to the terminals, so I installed a 7 A charging port. This is not enough to power up the panel, charge the main battery and charge the SV battery. Consequently, I installed a separate 5A ground power plug, just for the SV.

how is safest way to recharge backup battery?
Flying may be the best way to charge the SV backup battery but not the safest. I use a battery charger after doing the annual backup battery check. At our hanger crawl last March I connected a battery charger and left the main power switch and SV on so that it could be viewed. I pulled the breaker (VP-X) on everything else.
