I recently installed an EMS D-10 with the two wire OAT sensor. The OAT value reads ~3-4C higher than the ambient air in all situations (parked in hangar, taciing, in flight etc. It would be nice to be able to bias or scale the OAT reading in the sensor setup page.

Unfortunately, that is not a feature of the EMS-D10.

Where did you connect the second (ground) wire of the OAT? If it was not connected directly to one of the ground connections on the EMS-D10's 37-pin connector (any of Pins 3, 5, 13, 16, 17, or 30), that may be the cause of the inaccuracy - excessive (additional) resistance in the ground connection.

I recently installed an EMS D-10 with the two wire OAT sensor.  The OAT value reads ~3-4C higher than the ambient air in all situations (parked in hangar, taciing, in flight etc.  It would be nice to be able to bias or scale the OAT reading in the sensor setup page.

I connected the OAT ground wire to one of the pins you referenced. I don't recall which one. I understand this is not currently a feature of the D10, that is why I suggested it ;). This could be implemented in the next firmware build, correct?

The EMS-D10 is a mature product; we have not added new features for some years.
