Skyview SE in a Certified aircraft

Can someone help me with what regulation, Policy etc. prohibits the installation of the SkyView SE in a certified aircraft specifically in my case a VFR 1946 Stinson 108-1 certified under CAR3.
As I look at 91.205, 23.2615 and the TCDS, the SE satisfies all the requirements

Attached are the requirements of CAR3 (the regs before FARs). They are still in effect as many aircraft were and are currently certified under CAR3, however these requirements are near identical to FAR 23.

As I understand, the ONLY requirement for a TSO is for the ALT encoder. Looking at the requirements below the SE complies.

What say you Dynon regulator experts or others?

So.... I'm going to skip all of the deep whys because it's a rabbit hole. But we've down that rabbit hole, lots of times, and in the end, we were the company that pioneered non-TSO'd avionics for certified aircraft, so we do know our way around these days.

Anyway, the end result is one needs FAA approval for the trio of design, manufacture, and installation for things that go into type certificated aircraft, regardless of whether they're CAR3, Part 23, etc. SkyView SE doesn't check any of these boxes, unfortunately, since we haven't gone down the path with that product.

@Dynon I thank you for the straight info. I'm hoping that the MOSAIC work and Policy changes in AIR200 will make a carve out for situations like this.

You mentioned that Dynon "Pioneered Non-TSO avionics for certified aircraft", Can you up-pack that a bit and provide some details?

Dynon was the first with the D10A in type certified aircraft, along with help from the AOPA EAA.

(For the record, we love AOPA too, and they've been super supportive of our efforts and success in lowering the cost of avionics available to certified aircraft)

That original approval was the catalyst that sent us down the path of certifying SkyView HDX. Although there was a different underlying approach in the more recent appoval, it too is non-TSO'd, but fully STC'd for installation into type certificated aircraft. Progress!
