The instructions for how to use Google Earth to create SkyView User Waypoints can be found at

Note that waypoints MUST be "placemarks" withing Google Earth, and the must be in a folder called "Dynon".
You might be able to convert other formats, such as the .gpx file that is in your zip file into a file that Google Earth can read by using the tools at http://www.gpsvisualizer.com/map_input?form=googleearth. Depending on how the waypoints are packaged in the gps file, they may or may not convert to placemarks.
