Voltage for warning light

On my d120 ems the wire for the external warning light is only putting out 0.23 volts , this is from pin 29 and is yellow and green , as this seems far to low to power a light , help please , regards kenny d

Kenny that wire is a 'switched' ground, you need a 12volt wire from a bus for other side of light

As Jake says, this is a switch to ground, not a power output. You hook your light to a positive voltage, and then the negative side to this output.
