I am doing initial testing on my skyview system in my rv, in my garage. When I fire up the system I Initially see the tailnumber on my ForeFlight with a stratus receiver and then it disappears. Does the transponder not transmit if it determines it is on the ground? Did I miss some configuration setup item?

Xpdr does transmit on ground (in special ground mode by default), but I believe your Foreflight pretty quickly suppresses your tailnumber after figuring that it must be your own. This is by design because it's alarming to get a 0.1 mile traffic alert in the air from a target that ends up being yourself

What George said but you can select Own Ship in FF to see your information when being sent by the transponder.
