Want ADS-B In, Not ADS-B Out

I'm building a small plane and do not want ADS-B out. I would like to have ADS-B In to get the weather. I have an SV-261 and Classic Touch.
At some time in the future, I may implement ADS-B out, but not initially. I want a legal installation.
Do I have to get a different transponder or is there some wiring or setting that will let the 261 meet my goals?

Why I don't want ADS-B out is not the question, nor is my logic for my choice. Just how do I use the present equipment to have ADS-B in but not ADS-B out, or what installation would you suggest?

I have read the manual and didn't see the solution to my question.

The Dynon ADSB module for your Skyview system is only ADSB in. It is a dual channel receiver but it does not transmit.

If you don't have OUT, you won't trigger the ground stations to send you data (including weather) for IN (UAT). However, if there is a plane with OUT in your vicinity, you will receive the broadcast meant for them. You will still get 1090 traffic directly, assuming you have a 1090 capable receiver.

You can install just the SV-ADSB-472 and you'll get weather. Traffic will be incomplete, because without "waking up" the ground station with the Out, you won't get non-ADS-B-equipped targets relayed to your aircraft, as mentioned above.
