Are you saying that you have it in a VNAV armed mode - ie, the top bar is displaying ALT>VNAV - but it doesn't transition to VNAV?

The Com radio control panel is actually powered by SkyView Network, so you'd only expect to see it come on when SkyView itself is powered on.

The limit is 5 minutes from the top of the descent for VNAV arming. Outside of that limit, it will be unavailable.

Have you set the landing gear type in the aircraft information setup menu. There's a section in the manual, sarting on page 7-70, that runs down the settings that need to be set for this to work. I think you have most of them set right
