The wire and connectors are rated at 5A. As long as you don't have more than a 5A breaker on a given wire, I don't really see how you can put more than 5A through a section of wire or a connector. The D-SUB is rated at 5A, the use of two is just conservative. But it isn't buying you anything either.

Craig, Correct. The SV-GPS-2020 is never eligible for the rebate, and if it was, then flying with the 250 first would have disqualified you.

That's because the report is a 91.227 compliance report. It's meant to tell you if you are 2020 compliant, so it highlights things which make you non-compliant. That doesn't mean it's illegal if you aren't compliant, just that you can't fly into 91.225 airspaces (which don't exist until 2020)...

What intercom are you using? How is it wired? How many screens? This is almost always a wiring issue so it's very hard to troubleshoot without knowing about your whole system.

The USB on SkyView is USB2, not USB3. That said, it's not clear why a USB3 extension wouldn't work given they are backwards compatible. The USB3 extension just has extra pins on it that would be unused.
