Settings shouldn't change across software updates, but if something didn't go quite right with the settings upgrade, it can reset things to defaults. Go through your other settings too, not just the pulses per revolution, in case they've also changed.

Yeah, you should be getting much more than that. Do you know how well/far you're transmitting to other people? Antenna , coax, and connections are definitely the places to start here. Ground plane issues would more likely affect transmission.
